2000年7月、世界ダイヤモンド取引所連盟（WFDB）と国際ダイヤモンド製造協会(IDMA)は、一部のダイヤモンド産出国で懸念されていた人権侵害などの問題について協議するためにアントワープに集い、協議の結果、ワールド・ダイヤモンド・カウンシル（WDC）を創設する決議が採択されました。この決議により、WDCは、ダイヤモンド原石の輸出入時のトラッキング・システムの開発・運用を担い、ダイヤモンドの不正利用・取引による違法行為を防止する取り組みを開始いたしました。

WDCに参加する人々の懸命な取り組みの結果、これら諸問題の防止・改善に向けて大きな成果をあげています。ダイヤモンド原石の輸出入を管理するキンバリー・プロセスの開発と導入により、当時約４％流通していた紛争地ダイヤモンドは、現在１％以下に減少しています。しかし、現状ではある程度の改善は見えるものの、対策はまだ十分とはいえません。WDCは今後もダイヤモンド業界と一丸となって紛争地ダイヤモンドを根絶するまで引き続き努力を重ねていきます。
